We use packstack when we need an all-in-one environment such as people wanting to try out some new ideas (http://clouddocs.web.cern.ch/clouddocs/advanced_topics/installing_your_own_openstack.html).
Puppet gives us lots of additional abilities to customise parts of the cloud for different purposes such as compute optimised. Details are at http://openstack-in-production.blogspot.fr Managing 220K cores with packstack would be adventurous.
