Looking on that page I see to the right of ports  disabled 10368, excluded 1. 
Does not look like anything changes.
Looking on the page http://download.opensuse.org/ports/aarch64/distribution/
leap/42.3/appliances/
I see a date 26 july 2017 as the date of publication, so this image did not 
change since that date.

A simple user, guided by the information on the wiki, gets the image for the 
RPi3 for Leap 42.3 from that repository. Maybe somewhere else (in OBS shown to 
the right of images_arm; Meta shows <build><disable/></build>, means building 
is disbled?) new images are build for 42.3, but these are not shown to the 
simple user.

I agree the names for the images should not contain a date and a Build 
version. When this is changed, my change on the wiki can be reversed.
