Which rpmlint-mini package are you using?  The one in oS:F:ARM should be
up-to-date.

The list of valid licenses is maintained in
obs-service-format_spec_file, which is then picked up by rpmlint and
then rpmlint-mini.

I have no problem locally. But check msitools on aarch64:
