Just guessing (from previous experience) but would say that the required
packages do not exist in the configured repositories.  "zypper up" by
definition will not upgrade packages from other than the repository where
the present package exists, "zypper dup" installs the *newest* package
from the configured repositories w/o deference to its *home* repo.

but I *am* guessing.
