Actually this only took about an hour to do. Some of the colors could be better (e.g. on switches) but I think this will meet your needs: http://paste.opensuse.org/4231823 That is for GNOME 3.6. Paste its contents over the current contents of /usr/share/themes/HighContrast/gtk-3.0/gtk.css and now your High Contrast switch on the a11y menu will turn on inverse instead of normal high contrast. Yay!
