It should be same for all edits.
Sooner or later there will be some bots running some obvious stuff
automatically and than it is good if information about file is in the
same place. I can just say thank you to bringing this up. Better earlier
than later.
BTW, one of the first bots should be the one that takes care about this
kind irregularities :-)
why? i wont force the maintainer. if the community agree to a style the
can set a policy. but thats nothing a bot should do.

It was example where bot can be helpful and smiley was because I think
that it has very low priority. Maybe one day when nothing is happening
and one needs some time killer :-)
Moving category link will not change formating, so no one fillings will
be hurt, and it will help all other editors to find things where they
expect them.
Contrary to this is adding the category tag. It is human job, not bot's.
