It is not a special function. It is however a namespace, and it therefore falls outside the (main) article namespace . It will not be searched unless it is added to the list of namespaces that are searched. ie http://en.opensuse.org/Special:Search does not list the namespace. Creation of new namespace is therefore discouraged without discussion and admin involvement. Portal: is however an existing namespace on Wikipedia, and has an established use to signify pages that are portal pages. We could probably use the concepts of Portals without using a separate namespace. eg: 'USB Portal' or maybe 'Portal/USB' which means that all the portal pages are subpages of a main Portal page.
