TeX dont' seem to be able to do initex, how/why etc. To make a format you should be able to run "tex -ini my_format.tex" and get output. It should also respect the magic "%&" to reload the right format before running. This runs fine in all the other distros.
What happens in Suse 10.0 AMD 64 is that it fails to pickup the initial format and so barfs. Even if you tell it via "-fmt" it is still too stupid.
