This sounds more like the dma setting on your drive more than the
graphics. Check to see if you have dma turned on for that drive.

I turned dma off/on with no result i could live with. I had the same
behaviour with a prior ATI driver. After a installation of a newer version
it seemed to be fine again. As, like i said, after couple of weeks the
performance went down.
