Marcel:  Sorry, missed your post until Bob's brought it to my attention.

If you already have a working install, then KGpg will set the default
key server in the configureation panels.  The only one of the servers
used by the underlying gpg packages is what ever is set as the default.

For Root it might use /usr/share/gnupg/gpg-conf.skel but I am not 
positive.
