Umm, it is not included in the k3b that comes in Packman. 

thor:~ # rpm -q k3b
k3b-0.99.1.0rc2-100.pm.1

There is no setup module in the KDE Control Center. Can you tell me exactly 
how to navigate to it in kcontrol?

When I try to run that command from the command line, as root, I get the 
following:

thor:~ # kcmshell k3bsetup2 --lang en_US
kbuildsycoca running...
kcmshell (kdelibs): WARNING: Could not find module 'k3bsetup2'.

What's interesting is that if I try to run it as a user, it is executed, 
however I cannot change anything, all the options are grayed out. It tells me 
to click the Administrator button, but I cannot find any Administrator button 
as my screen is not big enough for the whole thing to fit on it. 

So given the fact that it works as user, but not as root, I suspect a path 
issue. Any idea where are these modules stored?
