I assume this is because you built HPLIP from the sources
or you got an RPM from whatever download source.
Usually all PPDs must be located under /usr/share/cups/model/
so that CUPS and printer config tools know about them.
Isn't there no symlink from whatever sub-directory under
/usr/share/cups/model/ to /usr/share/ppd/HP/?
