Yes clamav is a command line program. (man clamd,  with related manpages: 
clamd.conf(5),  clamdscan(1),  clamscan(1),  freshclam(1),  sigtool(1),        
clamav-milter(8)).

I have found it much easier to use the KDE frontend for it called Klamav.
