Have you ever tried the boxed set ? I have a boxed openSUSE 10.2
The problem is that boxed set doesn't include all the packages either.
The downloadble DVD includes about 3000 packages, the boxed DVD has
3500 packages versus full FTP tree of about 5000 packages.
