yast -> system -> /etc/sysconfig editor -> Network -> Firewall ->
SuSEfirewall2 -> FW_SERVICES_ACCEPT_EXT

See the example:
"0/0,tcp,22,,hitcount=3,blockseconds=60,recentname=ssh"  will allow 3
attempts from same ip in 60 seconds.
