Yes, I'm pretty sure abou tit. I have everything installed, configured (spent about 2 days setting up everything) and then I couldn't play any windows-media-video anywhere...I did my Google search and it turns out Mplayer(64-bit) won't load 32-bit win codecs... For the rest of the codecs you may have no problem with mplayer...It's just those win32 codecs the problem...
