I'm pretty sure this is a bug. I've filed it in Jira and assigned it to myself.

I seem to recall someone posting a JSP that recreated the problem, but I can't find it. If someone would post a copy of it to the Jira issue, I would really appreciate it.

I didn't use an action because I was mainly trying to use the WebWork tags and expression language to build pages in the way I was used to do with the JHTML language in ATG Dynamo. However I'll try your suggestion as soon as possible.
