There has been some discussion on Maven lately.

I would suggest you have a look at Centipede
(http://www.krysalis.org/centipede/).

It's a project started some time ago by Nicola Ken Barozzi, a long time
contributor to various Jakarta and xml.apache projects.

Centipede extends Ant instead of trying to replace it. Therefore, you keep
your build.xml and add some stuff. You can continue to use your favorite IDE
that provides Ant integration.

Centipede also uses xdoc for documentation but uses Forrest
(http://xml.apache.org/forrest/) for site generation. Forrest is fully
skinnable engine.
