In general, I'd say, go fer it! However, it strikes me that if you're going to have configuration via JMX, then you're going to want to be able to communicate with the actions remotely or at the least be able to look them up via JNDI. Which I think strongly implies RMI/IIOP/Web Services style interactions with remote Actions. Without the lookup/remote access, I don't think JMX is going to buy you very much IMHO :)
