I created a Jira issue for this and attached a simple interceptor to do what
you want:

Subject: [OS-webwork] JUnit testing actions

Hi,

I need some help to improve my unit tests for my webwork (1) actions.

My action extends ActionSupport and I'd like to set the ActionContext at my
test class to enable
Session and Application objects manipulation and other stuffs (these two
that got in my mind now).
I'm not sure about using the ActionContext.setContext() for my action ...

Would be SUPER if I could force my test class to load config or resource
files that should be loaded
at my web module initialization, is it possible? (not required to make me
happy:)

thanks in advance ...
