Description:
The configuration reload process doesn't detect changes made in included xml files 
using the 

    <include file="???.xml"/>

tag within xwork.xml

In applications that I am working on, we have a base xwork.xml that defines the 
default package with all result-types and interceptors that are used throughout the 
application.  Each section of the site is defined in a separate xwork-{section}.xml 
file, and included.
