I found it ..
It was a problem with ant's handeling of spaces in folder names.
I had installed ant in c:\Program Files\jakarta-ant-1.5.1\ and even
though the jars existed there, they were being removed from the
classpath by the ant classpath loader:
[junit] Running com.opensymphony.webwork.config.ConfigurationTest
dropping D:\workspace\os.webwork\src\etc\test from path as it doesn't
exist
dropping C:\Program%20Files\jakarta-ant-1.5.1\lib\junit-3.8.1.jar from
path as it doesn't exist
dropping C:\Program%20Files\jakarta-ant-1.5.1\lib\ant.jar from path as
it doesn't exist
I think it is something to do with the %20 in the folder name.
Something that the ANT people need to sort out.
Since moving ant into c:\java\jakarta-ant-1.5.1\ it works like a treat.

Make sure you don't have an old version of Junit cluttering up your
classpath anywhere (especially in ant_home/lib), even sitting next to
the new one...
