Anyway, this is very definitely offtopic now. Sign up for an observer role, or don't. I have no way of making the process any more easy or more difficult for you, short of ensuring that when you do sign up, you get your observer role rights granted as soon as possible.

I don't think that it should be necessary to register on the site to get
CVS guest or anonymous access, just as I wouldn't think it should be
necessary to register with a website to gain access to an opensource
executable. It's an unnecessary step that is usually used to gather
emails. 90% of the OS code out there doesn't require registration for
anonymous access and I would be against webwork requiring it as well.
It's an impediment to the project's growth because of the extra steps
and the aversion a lot of people have to registering themselves on every
website that asks them to.
I would also think that it would be in the best interest of the growth of the project to save the bile for personal blogs, no?

People who run cvs should definitely NOT be users who are too lazy to go through those incredibly simple steps!
A project is pretty screwed if its growth depends on instant-gratification anonymous cvs access.
