Another thing, which may be the cause of problem (and I haven't seen it
mentioned here) is the properties file encoding - it MUST BE ISO8859-1, with
all the non-latin characters Unicode escaped - you'll know you don't have
this, if ordinary JSPs display correctly, but the messages from resource
bundles don't.
