[OS-webwork] ioc not working on session and application scopes

going off the docs in the wiki im trying to work with ioc but doesnt 
want to work with session or application scopes, its working fine with 
request scope though, it should work exactly the same either either 
scopes shouldnt it?

and yes i do have the both application and session listeners in my web.xml

any ideas?
