It certainly does. I've tried to figure out why, but haven't found any critical differences. The example app references the taglib in exactly the same way as the skeleton app. The only differences I can see are that the webwork.properties file for the example app defines an XML action file. The skeleton app does not and uses the views.properties. But that should not make a difference according to the documentation. That's pretty much it.
