[OS-webwork] Allocate exception and VelocityEngine

Hi all,       I try to deploy my ww2 application on Tomcat 5 at a RH linux machine and got a allocate exception: Unable to instantiate VelocityEngine! I tried on my local windows machine without problems. Anybody has ideas what's going on? Thanks.   Manyuan Jin
