In that case, install it on the development linux system running
Ubuntu and copy the necessary files to the development
tree and implement the rest as shown in that web page ([1]).

Remember, it is not a step-by-step guide which suits all different
situations, you have to adapt it to what your specific needs are.
Maybe it would be a good starting point to train by following the
example and build the skype package to see what is needed and what
ends up to be used where. It is simple enough to do and much to be
learned from the experience.
