yes, openthinclient does work with VLANs and your network/VLAN setup seems to 
be o.k.
my guess is that your openthinclient server is a linux machine and you are 
hitting the following BUG:

https://issues.openthinclient.org/otc/browse/SUITE-39

i just attached a patched DHCP-Proxy server archive that will work with linux 
and ip-helper setups:

https://issues.openthinclient.org/otc/secure/attachment/11253/dhcp-sar-1.0.0-SNAPSHOT.sar

please download and copy it to:
/opt/openthinclient/server/default/data/nfs/root/deploy/dhcp-sar-1.0.0-SNAPSHOT.sar

overwriting the existing one (do not just rename the old one).

anyway, if you openthinclient server is running windows: forget this mail ;-).
