This is easily achieved when you use an LDAP directory for the user backend.

PHP magic and ldappasswd can be used to take care of the changing of the passwords by local personal. In fact, the webpage you are currently using (I developed it), can be easily adapted to handle this.

From a security point of view, knowing your environment, I would advise to use a seperate LDAP user directory for this in a separate VLAN.

Also, knowing the environment you plan to use it in, I would carefully experiment with the fact whether you are able to add applications to the Openthinclient setup, as you probably need to do. LTSP is in this respect a bit easier, as it this requires only to simply add an rpm or deb package. Also checkout Thinstation with NX, it's footprint for thin clients is amazing.
