Tom- I agree with your (and your boss') sentiments, but consider this;

If you skip an upgrade, you'll pay even more to upgrade to the following 
version (when or if you do). Not only that, you'll loose the productivity 
gains that you could have had in the meantime. Remember to consider not 
only the cost of the upgrade, but the cost of delaying an upgrade!

While I like my software to work 100% and dislike paying for un-needed 
features, I can say that I will upgrade to the next version, even if I find 
it unusable and have to shelf it for one or two service packs. On the other 
hand, if I wasn't concerned with keeping our company competitive or if 99se 
did absolutely everything we needed, I'd have little reason to upgrade.
