I just edited openvassd.conf to include nasl_no_signature_check=yes, and
reboot/restart openvas service doesnt help any.

I am not sure what you want to achieve, but if it is about testing NVTs
you developed, you could better use the "openvas-nasl" command line
tool.
Doing it via OMP would mean to always create a Scan Config for this
particular NVT. It is a bit clumsy. But yozu could create a default ScanConfig
wich you clone each time you want to have a specific one.
