while --rebuild is running it is no possible to start a scan. Yes, it can take quite some time to finish the --rebuild. BTW, we have decided for OpenVAS-9 to switch the default behavior from "rebuild" to "update" upon SIGHUP. This makes the manager responsive during a NVT update.
