just to have this documented here:

Trying to start the OpenVAS Manager (openvasmd) for the first time
(openvasmd --rebuild --progress) on an unprivileged LXC container
running Debian Jessie 8.6 fails with the following message:

Rebuilding NVT cache... failed.

Furthermore the openvasmd.log contains the following entries:

md  crypt:WARNING:2017-01-10 07h47.28 utc:16093: error starting search
for OpenPGP key 'OpenVAS Credential Encryption': Inappropriate ioctl for
device <GPGME>
md   main:CRITICAL:2017-01-10 07h47.28 utc:16093:
update_or_rebuild_nvt_cache: failed to initialise OMP daemon

This is caused by the following bug in the version of gpgme (1.5.1)
shipped in Debian Jessie:

https://bugs.gnupg.org/gnupg/issue2426

Updating the following packages to the versions from stretch/testing
solves this issue:

libgpgme11 1.8.0-3
libgpgme-dev 1.8.0-3 (remove old libgpgme11-dev before)
