AFAICS this depends on winVal and csdVer. Exactly that's the "problem". This NVT has a cvss_base of 10.0 but could report only a log_message() without any threat. That makes no sense. Best would be to split this NVT into seperate ones. Something like store winName, winVal and csdVer in KB and don't report in smb_reg_service_pack.nasl. Then create two NVTs. One with a cvss of 10.0 which would report a security_hole() and one with a cvss of 0.0 which report via log_message().
