I think this is a pointless exercise. Copyright starts from the point of creation. Perpetually updating the date is meaningless unless the file has changed by the person listed in the line getting updated -- and that's hard to keep track of. Why not just leave it o the authors to add/modify copyright lines at the time of editing a file if they think a new entry is appropriate because of substantial changes or other reasons. Just my 2c.
