Debian Wheezy Backports pulls from Debian Jessie (as soon as someone
finds time to manually do it); Debian Jessie pulls from Debian sid (in
an automated process if the package has been in Debian sid without
exploding in release critical bugs for a while). Debian sid is, for
some reason, still at 2.3.2 as well. Debian experimental, which is,
um, experimental, has 2.3.3.

Judging from https://packages.qa.debian.org/o/openvpn.html, I'd guess
that the (single person) Maintainer of OpenVPN in Debian is too busy
to package.

The overall state of the package in Debian does not look too well, but
I have seen worse. Looks like we need more personpower.
