Well, we do have trac reports showing these symptoms in 2.3 - so it's
"something weird on windows", but we suspect it can be different causes.

Selva dug up an interesting option which we might make default for 2.4.1,
namely --dhcp-release.

So when your colleague is back, please add that to your windows client
configs and see if it fixes the issue or not.

Another option that might help (depending on how you set your TAP driver 
config in windows) is --dhcp-renew.
