Can an intermediate server be an OpenVPN server for clients and an OpenVPN

Sure.

How to connect the traffic from the OpenVPN server on the intermediate server
to the OpenVPN client on the intermediate server? Is it possible?

Well-chosen IP pools for the OpenVPN instances, routes for those IPs (pointing to the tun interfaces of the respective instance, so give them *exact* names including the number in the OpenVPN configs) on the server, enable forwarding there as well, and finally, either MASQUERADE on the server or push a proper set of routes to the VPN clients.

Kind regards,
