It isn't implemented native to openvpn, but can be obtained through stunnel.

http-encapsulation seems like a solution of days long gone by, when most 
web0traffic used http.
Nowadays, most webtraffic is https.

OpenVPN TCP is not "looks like web traffic TLS" and will never be.

The feature request to "run openvpn via a https proxy" has been voiced here and 
there, but nobody really felt like implementing it.
