Can you explain what build.xml does?
I am not able to understand build.xml. How to comiple it.

Do I need to use any other application for comiling.

(I guess the path for build.xml what you gave is incorrect.).

openwfe-source/webclient/src/openwfe/org/webclient/actions/ProceedAction.java
2). compile it (see openwfe-source/webclient/build.xml)
3). deploy the new ProceedAction.java in your webapplication
4). restart your servlet container and enjoy
