All the packages I just submitted are currently maintained in the ceropackages-3.10 repo on github.
https://github.com/dtaht/ceropackages-3.10.git so you can add that feed to your feeds.conf if you like, and do a ./scripts/feeds update ./scripts/feeds install sqm-scripts luci-app-sqm bcp38 and enable them to be built and give 'em a shot that way, rather than trying the patches I just submitted.
