It's the Linux kernel. tc would let you introduce new qdisc's and you could perhaps create some counters, but it will likely be before the hardware TX queue. (if BQL / fq_codel are doing their thing, the hardware TX queue will be very short... but maybe that's what you are trying to determine) I suggest that you probably need to get into the ath9k driver, and add some counters, or perhaps you'll find counters that are already there. > destined.
