The sender domain has a DMARC Reject/Quarantine policy which disallows sending mailing list messages using the original "From" header. I don't know how this DMARC mitigation thing works, but I am experiencing the same issue on an mt7621 device (DIR-860L rev B1). Took me four tries to coax sysupgrade until stintel pointed me to this report.
