The sender domain has a DMARC Reject/Quarantine policy which disallows
sending mailing list messages using the original "From" header.

To mitigate this problem, the original message has been wrapped
automatically by the mailing list software.

What about introducing a version setting in the network and wireless UCI ?

Which version to assume when not explicitly set ?
Then default to the last previous version that is deprecated though not yet 
obsolete.
Or require it be set for deprecated UCI to be processed (i.e. default to 
current UCI version).
