I am repeating myself, but it looks strange that we have only 3 build workers on packages for the active master branch, while the almost dormant 22.03 has currently 10 active workers (and concurrent builds).

The packages build cycle in master is currently uncomfortably long.

it seems to me that the buildbot's worker amounts are not in balance with the 
commit frequency and actual workload of the various branches.

The phase1 images buildbot has only 3 active workers for master (which has 
regularly new commits), while the stable 22.03 has 8 workers.

The same is with the phase2 packages buildbot:
stable 22.03 has 9 workers,  while the active master has only 3.

To me it looks like 22.03 is over-resourced compared to the master, making 
build frequency in master rather slow.

To my knowledge, no release builds are currently being compiled, so could a few 
workers be re-assigned from 22.03 to master in order to shorten the build 
frequency there, both regarding images and packages.
