ledtrig-netdev is built into the kernel, that's why the package is empty.
This is happening automatically for all modules that are built into the
kernel to allow dependencies to be still resolved at installation time
later without special casing all targets having a certain module builtin.
If you check the config in build_dir/target-*/linux-*/linux-3.18*/ you
will see that CONFIG_LEDS_TRIGGER_NETDEV is = y.
