#22978: Failure to boot with usb modem - reproducable/workaround

CHAOS CALMER (15.05.1, r48532)
Router: WRT1200AC
Usb modem: 3372h hilink
System wont cold/warm boot with modem inserted. Power led will glow with
ethernet port. Router wont give ip adress.
1st workaround
Unplug modem, plug after boot.
2nd workaround
Plug any sd card to modem sd card slot. Now it works without removing usb
modem.
I suspect there is problem with modeswitching or empty usb storage
inserted at boot time.
