#17239: bind-server overwrites /etc/dhcpd.conf

When installing bind-server, if the /etc/dhcpd.conf file exists, it will
get overwritten. The desired results like other packages it installs the
new config file as /etc/dhcpd.conf-opkg. Its failing to preserve an
existing file like most all other packages do. This has been this way for
some time, and remains in barrier breaker.
