#17475: switch driver and config for wl-351 seem to be missing in barrier

After flashing BB RC2 on a sitecom wl-351, no traffic possible over LAN
(or WAN) ports.
(This was also the case for AA, the image didn't contain the switch driver
and network config.)
Used same method for BB, that got things running on AA:
- Flash wl-351 with BB RC2
- enable wifi via serial cable
- winscp copy (from a laptop) the following files to /root
+ kmod-libphy_3.10.49-1_ramips_24kec.ipk
+ kmod-swconfig_3.10.49-1_ramips_24kec.ipk
+ kmod-switch-rtl8366-smi_3.10.49-1_ramips_24kec.ipk
+ kmod-switch-rtl8366rb_3.10.49-1_ramips_24kec.ipk
- opkg install above files (and in that order)
- edit /etc/network to enable second switch

+ basically add a switch 1 section next to the switch0 section
Result: still no functioning switch ports
